If we move house in Austria do we need to change the car licence plate?

In general you have just one week to notify the authorities of a change of address. But there are three scenarios:
If the area code letter of your licence plate doesn't change (so if you move from a W area to a W, or from SL to SL...) there is nothing to notify.
If you move within the same authority area (e.g. from St Polten in Lower Austria to Wiener Neustadt) then you must notify the authorities. Failure to do this could result in an administrative penalty (fine).
If you move to a new authority area (e.g. from Tirol to Burgenland) then you must notify the authorities and go through a deregistration and registration process. You do this at a local insurance office.
You can find out which authority is responsible for which licence plates here: https://www.oesterreich.gv.at/themen/freizeit_und_strassenverkehr/kfz/5/1.html
Autobahn Vignette
Remember to change your digital Autobahn Vignette (processing fee: €18) at the same time as you change your licence plate or you will get an automatic fine next time you pass a camera on the Autobahn.
