Province, state or region?

Let's get this straight from the start. Austria is divided into nine Bundeslände. But how should that be translated into English? Provinces? States? Regions?

According to Wikipedia the answer is "states". But how does Wikipedia know? There is no source for its claim.

Some prefer the word "region"but to me this doesn’t necessarily imply official political status. For example you might say that Wessex is a region in the south of England. Or the region of Western Europe.

An official Austrian government German-English glossary tells us to use "federal province". And an official government webpage in English which explains how Austria's federal system works also uses the word "province". So that's good enough for me!
